Riverfront Office Center
In 1998, the General Authority purchased 19.11 acres of land in the City of Harrisburg, Commonwealth of Pennsylvania at 1101 South Front Street. As developed, the land features a five-story building with 335,161 net usable square feet of office space. The office building is known and commonly referred to as Riverfront Office Center, or the “ROC”.
On December 30, 2014, the General Authority and the Commonwealth of Pennsylvania entered into two leases for the use and occupancy of the ROC. The two leases essentially constitute a master lease for the entire office building, along with on-site parking.
Pursuant to the leases, three Using Agencies (i.e., state agencies which use the leased premises) occupy the ROC: (i) the Pennsylvania Department of Transportation (PennDOT); (ii) the Pennsylvania Board of Probation and Parole; and (iii) the Treasury Department. The lion’s share of the building’s net usable square feet is occupied by PennDOT. Among other matters, PennDOT offers to the public a sizable, heavily used customer service center on the first floor of the ROC at which all manner of driver’s licensing applications and renewals, and motor vehicle registrations are handled. The Pennsylvania Board of Probation and Parole occupies much of the fifth floor, while the Treasury Department occupies space on the fourth floor for the use of its Board of Finance & Revenue and the Bureau of Unclaimed Properties.
The General Authority has contracted with Property Management, Inc. (PMI), for management of the ROC, including service to the tenants. All questions concerning use or occupancy of the ROC should be addressed to PMI, as follows:

Dauphin Highlands
In 1993, the General Authority purchased approximately 231 acres of land, located partly in the Borough of Steelton and partly in Swatara Township, Dauphin County, Pennsylvania, for purposes of constructing a modern, public golf course. The land was purchased from Bethlehem Steel Corporation whose executives used the property for many years for both recreation and entertainment.
The course, commonly known and referred to as Dauphin Highlands, is viewed by many as one of the finest public golf courses in southcentral Pennsylvania. Over the past thirty years, countless tournaments have been held at Dauphin Highlands, including tournaments sponsored by the American Junior Golf Association, the largest “junior tour” organization in the United States. Dauphin Highlands regularly hosts charity tournaments held by prominent groups such as the Vista School of Hershey, PSECU, Midwest Foodbank, and Giant Supermarkets.
Dauphin Highlands features a 18-hole golf course with putting greens and a driving range. The pro shop is stocked with quality golf equipment and supplies, and a restaurant (with liquor license) is open to the public seven days a week during the golf season.
The General Authority board is fully committed to maintaining the suitability and attractiveness of Dauphin Highlands. Over the years, countless improvements have been made to the course to enhance the quality of the overall golf experience. Most recently, for example, the General Authority board contracted for the construction of a state of the art irrigation system in order to properly maintain the usability and aesthetics of the fairways and greens. The project has been completed to the great satisfaction and convenience of staff and golfers alike.
Day-to-day management of Dauphin Highlands has been delegated by the General Authority board to Indigo Sports, LLC (hereafter, Indigo), a Troon Company nationally recognized for excellence in the management of golf courses and clubs. MDJ Offices
Pennsylvania law has established a minor judiciary known and referred to as magisterial district judges (MDJs). MDJs are officers of statewide jurisdiction, and magisterial district courts try criminal and civil disputes, much like the court of common pleas. As an independent and honorable judiciary, MDJs are indispensable to justice in the Commonwealth of Pennsylvania.
State law requires the governing body of each county to establish an office for each MDJ whose magisterial district is situated in the county. Such offices should be located in a place convenient to the public and which will allow the business of the office to be conducted with dignity, decorum and dispatch. Each office shall have a hearing room and such other rooms as may be necessary for staff, equipment, and the proper performance of official duties.
With this in mind, in 2017, the General Authority purchased five (5) developed parcels of real estate and one (1) underdeveloped parcel of real estate, all for the purpose of providing offices for six MDJs whose magisterial districts are situated in Dauphin County, Pennsylvania. The five developed parcels of real estate are identified, as follows:
- Magisterial District Judge 12-1-01, at 2125 Paxton Church Road, Harrisburg, PA 17110;
- Magisterial District Judge 12-1-06, at 5925 Locust Lane, Harrisburg, PA 17109;
- Magisterial District Judge 12-2-01, at 1300 Rolleston Street, Harrisburg, PA 17104;
- Magisterial District Judge 12-3-03, at 5925 Stevenson Avenue, Suite B, Harrisburg, PA 17112; and
- Magisterial District Judge 12-3-05, at 8010 Bretz Drive, Harrisburg, PA 17112.
The one undeveloped parcel of real estate is located at 1201 South 28th Street Harrisburg, PA 17111. Since purchasing this parcel, the General Authority has constructed an office for Magisterial District Judge 12-2-01, whose magisterial district is situated in Dauphin County. That office opened to the MDJ, staff, and public on May 1, 2020.
The six office buildings are leased by the General Authority to Dauphin County consistent with the county’s duty to establish offices for the MDJs. Pursuant to the terms and conditions of the written leases between the General Authority and Dauphin County, each leasehold term will end no later than December 1, 2040.
Each office building is also managed by Dauphin County pursuant to a written property management agreement between the county and the General Authority. Among other management matters, the county is required to keep and maintain all six MDJ buildings in good condition and working order.
